If you are serious about building a website, I would recommend you to go the professional way and register a domain name for around $10/year at godaddy.com, learn basic HTML and then get a free or buy a low cost website template for around $20 (one time payment) and reuse the same template for the first few and future pages of the site.
After learning basic HTML, find a good and reliable hosting company like myidealhost.com to host your website for around $18/year. All can be set up for around $28/year + one time payment of $20 if you decide to DIY.
Note: I'm assuming that initially you won't need much storage space and bandwidth when I calculated the cost. At the time of this writing, the hosting company above offers 200 MB disk space and 10GB data transfer for $18/year.
